On February 8, 2016, MEUSAC, in collaboration with the Ministry for Sustainable Development, the Environment and Climate Change (MSDEC) and the Malta Environment Planning Authority (MEPA), organised a consultation session which focused on the Amendments being proposed on S.L. 504.37. These amendments mostly aim at exemptions from eco-contribution of packaging or packaging material, mainly plastic carrier bags and containers for soft drinks and non-alcoholic beverages. In place of the eco-contribution, an excise duty is being proposed.
To complement the 2016 Budget Measure on the Waste Packaging Regulations, the following amendments are being proposed
• The introduction of a Waste Management Fund;
• Additional fees for producers and schemes failing to meet recycling targets;
• Fees for the granting of permits to producers and schemes, and their renewal;
• Fines to those who fail to register or fail to renew their registration, subject to certain terms.
During the consultation session, the amendments were explained in detail by MEPA officials and those in attendance were asked to provide their views and propose solutions to the areas which they did not agree with.
