The Malta-EU Steering & Action Committee (MEUSAC) is calling for proposals from constituted bodies and civil society organisations in order to assist in the affiliation and participation of such entities in European groupings, associations and / or federations. This Call for Proposals covers activities held or to be held during the period 1st November 2011 to 31st October 2012.
The funds available under this Fund may cover a percentage of up to 80% of the eligible expenses borne by the respective Civil Society Organisation. The total amount of eligible expenses that may be considered by the Committee for the allocation of a grant cannot exceed €12,500 for each individual applicant. The highest amount that the Committee can award to any single organisation is €10,000.
Eligible organisations are required to apply to benefit from this Fund, in line with the objectives set out above and the Guidelines that are available and can be downloaded from this website, by applying to The Chairperson, Civil Society Fund Committee, MEUSAC, 280, Republic Street, Valletta VLT 1112. Applications should be submitted by not later than noon of Tuesday, 15th November 2011. Applications are to be submitted in a sealed, intact envelope by mail or in person. Any application received after the stated deadline will not be accepted.
Eligible Organisations for the Civil Society Fund (CSF) are:
Ø Voluntary, self-governing organisations not subject to direction by public authorities, independent of political control and enrolled with the Commissioner for Voluntary Organisations in terms of the Voluntary Organisations Act, and Social Partners or any other Civil Society Organisation having official recognition under some specific law or regulation or administrative act; and
Ø CSOs that are established for the specific purpose of meeting needs in the general interest or in the interest of their mission statement and not having an industrial or commercial character. Supporting documents should be attached to the application form.
The applicants are to complete the Application Form which is also available on this website. All requested supporting documents are to be attached to the application. The application (including any annexes and supporting documents) are to be submitted in 2 hard copies (1 original and 1 copy), as well as one identical copy in electronic format (CD).
Applicants that are awarded a grant under this Call will be expected to submit a final technical report that is to reach the Committee by not later than the 15th November 2012, failing which, the organisation would lose its right for the remaining balance of the grant without further notice and will have to reimburse the any pre-financing received.
Active participation in the MEUSAC consultation structures is a necessary requirement. Attendance and contribution during MEUSAC consultation meetings and events will be taken into consideration.
Constituted bodies that are already receiving public funding for EU-related activities are not eligible for the Civil Society Fund scheme.
Activities that are already funded under any of the EU funding programmes are not eligible for CSF funding.
Organisations benefiting from CSF will be expected to enter into a written grant agreement with MEUSAC whereby they undertake to collaborate with MEUSAC in the organisation of various activities including making available facilities for seminars and meetings related to both MEUSAC and to the respective organisation’s roles and functions.
