Competitiveness & Innovation Programme

cip_en.jpgThe CIP Framework programme (2007-2013) is one of a series of flagship programmes that defines the Barroso Commission’s actions from 2007. CIP brings together several existing EU activities that support competitiveness and innovation.

There are 3 specific programmes under the proposed CIP:

 - Entrepreneurship and Innovation Programme

 - ICT Policy Support Programme

 - Intelligent Energy Programme

A. ENTREPRENEURSHIP AND INNOVATION PROGRAMME

The  Entrepreneurship and Innovation Programme brings together activities that were previously under the Multiannual Programme for Enterprise and Entrepreneurship (MAP), activities for industrial competitiveness and the eco-innovation dimension (including environmental technologies) of the LIFE-environment programme.  It aims to help enterprises innovate by providing access to finance: sharing risks and reward with private equity investors and providing counter or co-guarantees to national guarantee schemes.

B. ICT POLICY SUPPORT PROGRAMME

This builds on the aims of e-Ten, MODINIS and e-Content programmes in line with the new integrated strategy i2010 - European Information Society 2010.  It stimulates the new converging markets for electronic networks, media content and digital technologies. The ICT Policy Support Programme also test solutions to the bottlenecks that delay wide European deployment of electronic services and supports the modernisation of public sector services that will raise productivity and improve services.

C. INTELLIGENT ENERGY-EUROPE PROGRAMME

The Intelligent Energy Programme encourages the wider uptake of new and renewable energies, improves energy efficiency and fosters compliance with the EU energy regulatory framework.  It aims at accelerating action in relation to the agreed EU strategy and targets in the field of sustainable energy, increasing the share of renewable energy and further reducing our final energy consumption. It includes actions to:

(i) increase the uptake and demand for energy efficiency;

(ii) to promote renewable energy sources and energy diversification, and

(iii) to stimulate the diversification of fuels and energy efficiency in transport.

The total budgetary envelope amounts to € 3.2 billion1 for the seven-year period, of which 60% is for implementation of the entrepreneurship and innovation programme (approximately one fifth of which to promote eco-innovation), and 20% each for the other two programmes.
