Town twinning is a reality in today's Europe, as an important number of municipalities are linked to each other through a formal town twinning agreement. Such partnership aims at encouraging cooperation between the towns and mutual understanding between their citizens. The European Commission has supported a wide variety of activities to increase citizen participation. Around 1400 town-twinning projects are supported every year and several Maltese localities have already benefitted from this initiative.
In 2005, San Lawrenz Local Council signed a Town-Twinning agreement with Colle Umberto. The project entitled Discovering Each Other through Culture, Environment and Tradition, involved all sectors of the disabled community. Several meetings dealing with social integration and full inclusion were organised and involved both young as well as elderly people. San Lawrence Local Council also organized a direct charter flight from Venice to Malta to make it easier for the participants. Several follow-up activities were organised, one of which encouraged citizens to do voluntary work with disabled people. In another project between these two towns, a number of students, many of whom were disabled, participated in an English language course held in San Lawrence. To reduce costs and enhance the experience of living in another community, these students resided with the locals.
This Town-Twinning experience managed to create a good relationship between San Lawrenz and Colle Umberto and enabled their citizens to learn and experience different cultures and lifestyles. These towns also intend to embark on other projects such as citizens' meetings.
